Dubai has been ranked among the top 2023 cities in the Global Power Cities Index 10 (GPCI), an internationally recognised ranking published by the Urban Strategy Institute of the Mori Memorial Foundation in Japan.
The 2023 index ranks major cities according to their “attractiveness” – or their ability to attract talent, capital and business – and Dubai moves up three places to eighth overall (first in the Middle East).

Dubai ranked first in the following categories:
corporate tax rate
Flexibility in how you work
Unemployment is low
city cleanliness
Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, said that the Global Power Cities Index 2023 reflects the unremitting efforts of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Ruler of Dubai, to achieve global leadership in every important sector and make Dubai the best city in the world to work and live.
Sheikh Hamdan urged Dubai's private and public sectors to work relentlessly to build Dubai into a model of sustainable development that prioritizes developing people's capabilities and improving their quality of life.
